Compare changes when delivering in context of a Global Configuration not possible

When delivering a Change Set CS, the tool gives you the possibility to double check your modifications. 

You can compare single artifacts of the CS and you can compare the document incl. artifacts, source <-> target.

In both cases, you cannot compare in context of a global configuration,

In case of artifacts of the CS, the compare feature doesn't show any changed link.

In case of the document, the selected artifact can only show that a link was modified but cannot resolve the link due to missing Global Configuration.

Example:

We have Stream 1 containing requirements and stream 2 containing stakeholder requests. requirement A (stream 1) has a satisfy link to stakeholder request B (stream 2)

1. Create a CS
2. Remove link from Requirement 2 to Stk Req B
3. Create link from Requirement 2 to Stk Req C
4. Deliver CS.

Expected result: in the stream comparison window I can see that the links for Requirement 2 were changed and I can see that a link to stk req B was removed and added a link to stk req C

Observed result: I can see at module level that there were some changes with the links for Req A, but I do not have details about removed/ added links. In the end the artifact has the same amount of links. The user can not even see if the link is pointing to same stream or same artifact as before.

Request to IBM: add details related to the linked artifact, e.g: ID and Name. This way we can see that the requirement is now linked to a different artifact. In other words: Make the comparison global config aware.
