Make Link Types Configurable for Link Validity Calculation

When an outgoing link is created, the source artifact is modified and therefore requires a change set. However, link creation or modification does not currently affect link validity.

Enhancement Request:
Introduce a configurable option at the link type level to determine whether a link affects link validity, with separate settings for:

  • Outgoing links
  • Incoming links

For backward compatibility, the default value should be "No", preserving the current behavior unless explicitly configured otherwise.
