In ELM 7.0.3 this feature was implemented and is described as follows:
Link validity enhancements
Starting with the ELM 7.0.3 release, a project administrator can configure which custom attribute definitions affect link validity. Affects Link Validity checkbox is added to the Create New Attribute dialog box. When you edit requirements, only changes to those attributes must reset the link validity status. By default, the Affects Link Validity checkbox is set to TRUE for all new and existing custom attributes.
When you create projects from the existing project templates, the default value of Affects Link Validity is also set to TRUE. For new project templates, the selected values are preserved.
When you compare two configurations, the Affects Link Validity value shows up if there is a difference for an attribute definition. When you click Create Report for the comparison, the value is also included in the report.
Similarly, when you deliver changes to a configuration, changes to Affects Link Validity are also shown in the delivery wizard.
