Send Email in a Review Not Open to All Participants since Review has to be Paused

Send Email in a Review is Not Open to All Participants since Review has to be Paused.

Currently, when a review is active, the option to email participants is greyed out unless the review is paused. Only the Change Managers have the permission to "Pause Review" so because of this no one else is able to 'Send Email' to the reviewers. Since it's just an email, it would be more useful if the email could be sent regardless of review state; this would allow review owners to send reminders to participants throughout the review process.

    Send Email in a Review is not well represented in project permissions. If this feature was more useful it would enable stakeholders of Reviews to more conveniently and graciously involve Reviewers and Approvers within a timely manner.
