Include all instances of comments for an artifact

Include the option in the comment right-hand panel to include or exclude comments based on location (module, base, or review). Potentially, this could be expanded to include comments from other streams as well. Note that the review comments should include both comments from if the artifact is in review, or if the artifact is in a module that is in a review.

    When an artefact is re-used, then the comments are not visible in all of the copied/reused artefacts. Barry O'Reilly states that this is the design. Case TS009504907. But this is contrary to the way that a change to an attribute works. Any change to an attribute - no matter where the attribute is located - is made on the base artefact and therefore the change is applied to all instances of a requirement. With comments this is not the case and therefore the design approach is not consistent and could be misleading..
