Managing in/out of scope requirements in DNG Modules

As we are working through the IBM/Persistent proposed solution of using an attribute on the req to define in or out of scope for the specific req module we are discovering a couple of drawbacks. Initially we saw a value with the solution but we start to see downsides that are compromising the value to the point that we are hesitating that the proposed solution is something we can move forward with.

What we really want, is the ability to roll back change sets that remove artifacts from a Module, as a means to bring back artifacts that have been dropped from the Module.

    We use state as a way to identify requirments that are out of scope instead of removing them from the module.
