Provide a feature to remove TipOfWeek widget from dashboard by default

Currently the "Tip of Week" widget is added by default in our QM and RM project dashboards. There is an IBM technote (https://www.ibm.com/support/pages/how-remove-tip-week-widget-default-dashboards-ibm-elm) which explains how it can be removed from QM process templates, whereas it doesn't seem to work for RM. RM has only one process template "Requirements Management application template" and it doesn't contain the Tip of week widget but still the newly created RM project area (even created via LPA) seems to contain the widget. Please provide a feature to remove that tip of week widget from RM dashboards being created by default. Business impact: Tip of week - doesn't load for customers since ELM runs in intranet and no access to internet. Also in logs exceptions "unknown host exception" are thrown when it tries to reach *ibm.com
