Requirement artefacts' last modified to be updated when link is modified

When a DNG artefacts' link is changed (like satisfaction link), the last modified date of the artefact is not updated. This needs to be updated.

    Neither the source artefact nor the destination artefact are getting the "last modified" field changed in case of the link update.
