Apply the Module Content folder setting in project properties to ReqIF imports

This setting applies to modules created in DOORS Next, but misses out on the scenario of ReqIF imported modules, which are placed by default in the project root. It is not clear to customers that this setting does not apply to ReqIF imports and so they import without specifying a folder and need to manually move the folder contents to the desired location. For customers who do a lot of ReqIF importing, this is a pain point. Module Content folder is described here: https://www.ibm.com/docs/en/elm/7.0.2?topic=properties-module-options
