Provide a function to archive/restore a project database to the jazz ELM admin

In DOORS Classic 9.X we had a function to archive a project and this function is no more available in DOORS NEXT ELM 7.0.2 , instead the Jazz product uses the term archive project to mean remove the project from the list of active project areas.

Customers' RFP require that we archive and deliver the contractor database to them periodically and at final handover. Please develop this service within the new DOORS Next Jazz platform : it is a user need.

Internally as an organization we also have the user need to archive restore some of our projects areas works when we migrate or re-organize internally our information management system between accounts .

PS : the new function must provide the option to retain original ID in the archive file and make this original ID available to the destination restoration respository, without any additional works from the users of the tool .
