Review Comment Filtering Improvements

The current requirement review interface is not great for responding to reviews. The following would be appreciated:

1) Add the ability to collapse different sections (for example, when responding to comments, it is not necessary to see a list of reviewers)

2) In the artifacts area, there is a column to identify the number of comments. Add the ability to filter the number to whether they are resolved or not (similar to the Artifact comments section on the right frame)

3) In the Artifact Comments section (in the right frame), have the comments for each artifact together (not just by timestamp)

4) In the Artifact Comments section (in the right frame), show comments for comments that are against the artifacts contained in the modules (there is not easy way to find these otherwise)

    Additional Improvements:

    1. After the comments are in (and the artifacts have a comment count > 0), when clicking on the artifact, please filter the Artifact Comments (on the right frame) to only the comments associated to that artifact.

    2. Have multiple states for a review (review, response, closure, etc)
