Ability to stop users from viewing entire user registry

Currently, any user (not limited DOORs Next, but any application in the ELM/Jazz suite) can enumerate the entire list of users on the platform. This provides a fundamental security and data protection issue when providing access to multiple 3rd party clients. For example, client A can see the names and email addresses of client B, regardless of the project areas(s) they have access to.

This is a real problem within our organization where client confidentiality is crucial. 

Ideally, this would be resolved by providing an option (even a default) to restrict the visibility of users to their fellow project members. Or even, an option to disable the ability for JazzUsers to view the entire user registry.
