Change format of automated emails

The automated emails contain the artifact name and any comment or message fields. These fields may have export control information in our case and because this is a SaaS application, we have a concern that the email may be routed through 3rd party email servers that are not certified for export control. We would like to be able to change the format of the automated emails to include only a hyper link to the artifact and a generic message for the user to review the artifact. This will mitigate the risk of 3rd party servers and that an unauthorized viewer will see export control information because they will have to log in with their credentials to view the information.
