Allow users to specify in ReqIF export modules whose contents have changed since a previous baseline

This is helpful for customers who frequently export 100s of modules in ReqIFs. These customers need to reduce the size of ReqIF files to improve import performance.

The problem is in choosing modules to include in exported ReqIFs. It usually takes roughly half a day for customers to export ReqIFs with the existing export features.

When the project area is not configuration managed, the customer wishes to include in exported ReqIFs all the modules in the current stream changed since the last baseline.

When the project area is configuration managed, the customer wishes to include in exported ReqIFs all the change sets delivered since a certain date.

The reason it is difficult to use the Modified On filter after choosing "Add Module" is they cannot simply specify the Modified is between X and Y date times. This will not usually find all the changed modules, because modules Modified On date is only changed when a module property is changed, or an artifact is added or removed from the module. Updates to individual artifacts do not cause the module Modified On date to change. Additionally, even if specifying individual artifacts that were changed in the ReqIF export, it is not possible to tell when artifacts have links added or modified, as this does not change the Modified On date of artifacts. Other options to use a Tag require a lot of coordination with the OEM in advance.

Please provide a way to include in a ReqIF export, modules updated in current stream (including modules whose artifacts or artifact links were updated) after baseline X. In the case of configuration managed project areas, please provide a way to include in a ReqIF export, change sets delivered after date Y.
