Allow Link By Attribute to work cross RM server in a Global Configuration

When wanting to remove OR add many RM artifact links that cross a RM server "boundary" in a Global Configuration- link by attribute would be an ideal solution. 

While individual links can be create manually one-at-a-time...bulk creation (or deletion) using a string attribute and the moduleID.artifactID does NOT work when the links are between RM artifacts on different servers.  Links that are between artifact on the SAME RM server can be bulk managed with link-by-attribute.

Perhaps there needs to be a variant of the string allowed?  rmInstance.moduleID.artifactID?  Although it would be preferable for the system to recognize the GC definition and work with the expected moduleID.artifactID since the links have to be contextual to the GC the effort to add or delete is executed in.
