DNG allows to deliver changes when there is Type System mismatch

During merging of data between child and parent streams the system flags that there are conflicting type system.
However, the system allows to deliver the changes which could corrupt the data.

We should not allow to merge the changes if there are conflicting type system or at minimum provide a critical message to indicate if the user continues with the merges the data corruption could occur.

This case is submitted as per the discussion/recommendation with IBM team (Jake Heinzman <Jake.Heinzman@ibm.com> and Paul Weiss <pwweiss@us.ibm.com>)
They will be adding additional details if needed.

------------------------------------------------------------------------------------
Who would benefit?
This will benefit all IBM Customers using DNG with Parent/Child Streams

Why useful?
This is useful because it will save time/money/resource needed to fix the merge error when data is corrupted.

How should it work?
Should not allow to merge the changes if there are conflicting type system or at minimum provide a critical message to indicate if the user continues with the merges the data corruption could occur.
