Improve the query to fetch only relevant enumeration data

Hello,

As discussed in case TS020924494. 
We are raising this RFE with the following need:
The conditions in Report Builder have to be retrieving Enumeration details from LQE using only domain‑specific project areas. 
At the moment, creating such a query (e.g. on Jira) is taking long time to execute, even if the Projects it has to parse for these values have the same Template behind, and the same values. 
The issue is that it has to parse a long list of projects, which is taking a long time to be available when setting a condition on an enumeration attribute (in our case, just to load those values would take up to 15 minutes) .

I believe more and helpful details can be found into the specified case.
