Provide MBean data for a better monitoring of Report Server and Publishing Document Builder

Currently most of the ELM applications provide MBean data which can be feed into a monitoring or observability tool like Grafana or Instana. This allows operations to trigger events in case the data doesn't match the usual criteria and operate shortly to prevent downtimes or users who are not satisfied with the applications.

For the time being it's not possible to feed application related data from Report Server or Publishing Document Builder to any external monitoring tool except the standard Java metrics. If operators are interested in metrics like running or failed reports they must logon to the Application to evaluate the status and are informed usually by users in case of any issues.

I assume average report runtime, number of active reports, number of failed reports, number of database connections, JDBC connection pool, datasource health overview, report health status, and many more metrics could be very helpful for operations during their daily doing.
