All enum value should be appeared in the legend also, so that users could select the color for the enum value that is not used in any workitem yet.
JRS team has additional questions to understand this request:
o Do you want to see all possible enum values across all project areas on the x-axis? (do you write a report to show all possible enum values across all projects, or one project area?)
o Do you want to see these possible enum values in the legend only (and not in the graph's x-axis?) ?
o If all possible enums are presented on the x-axis -- do you want to see zero/unassigned values?
o Some possible entries can accumulate over time (ie planned for) -- do you want to see all of these values on the x-axis?
