Read and Change property "Enable project area access control" for data sources with an API

Use case: We want to enable the project area access control for all our instances and data sources.

E.g. https://URL/rs/endpoint/1 shows a property to limit the access to data to the project areas the user has access to.

In a case we were advised to set this property. The same case suggested to create an RFE to get an interface to automate the configuration.
Justification: As we host 100+ RS apps the manual approach exceeds the capacity of our support team. This refers to both changing the property and checking the property to ensure no one uses a different setting.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has reviewed this idea, and based on our understanding, it is accepted as an uncommitted candidate. NOTE that implementation probably would not provide an API but a property where admin could set value to true for all project areas.
