Need possbility to link a Report with other ELM artifacts e.g. EWM Work Items

There shall be the possibility to link a report with an ELM Artifact. The report should be bi-directional. For EWM a related link or a resolves/resolved by!link is sufficient.

Use-case: 

- link a development plan item e.g. Feature with the report which is thecresult o theFeatre implementation to get an audit trail and workflow for repirt development

- link testcases with reports to support quality workflows in report development 

- enhanced documentation and description, links to Wiki pages etc. out of RS Report UI.

    As part of the review process, we strive to be transparent about our intentions with each idea suggestion. The IBM Engineering team has reviewed the idea, and based on our understanding, it is accepted as an uncommitted candidate. NOTE that the idea request is quite a large implementation request as JRS is not OSLC provider but there is value in the request. Hence, one approach would be make URL visible as part of report description as a hyper link vs plain text today, and make sure report description is easier visible.
