Support Jazz Authorization Server based User Onboarding in RSE similar to ELM

Currently, RSE user onboarding requires manually adding user IDs in the serverAdminUsernames section of a YAML configuration file. There is no capability to directly import or synchronize users from an LDAP directory. A feature to enable LDAP integration for user management would simplify and automate the onboarding process.

ELM based user synchronization would eliminate manual user management, reduce operational effort, and improve governance by aligning RSE access with centralized enterprise identity management. It would also make the platform more scalable for organizations managing a large number of users.

RSE should support ELM based user synchronization and allow administrators to import or synchronize users and groups directly from the LDAP server. Users should be searchable from LDAP and added to RSE, with optional group-to-role mapping for access control. Automatic synchronization would ensure user access remains aligned with the LDAP directory.
