Full OSLC support in RQM API

Submitting at request of Christophe Telep and Chris Allen - this came out of the Test Management DPP. The IBM ask was what improvements should be made to the APIs? Here is my OSLC Java developer's response.

    Could you please confirm that you would like to create/update a custom rich text section in the test plan/case/script editor using the OSLC QM V2 API?
    Please note that this is already possible using the ETM Reportable REST API. (see https://jazz.net/wiki/bin/view/Main/RqmApi).
