RQM - Additional Information for Reservations

We need to be able to add notes (text field or comments would work) and tags (like the tags attribute used in work items) on Resource Reservations. The notes and tags do not need to be displayed in the calendar view, but they should be displayed in a hover over the reservation, or on edit.

This will enable more effective lab management because we can better plan for and track activities by using tags. And a text field on the reservation could be used to describe the activity to help track and plan for future activities.

Also, please make the 'Reserved for' editable, rather than just displaying who created the reservation.
