Allow merging of approved artifacts in ETM

Problem: Artifacts with workflow state "Approved" in target stream cannot be merged because of corresponding precondition preventing saving of approved artifacts. There is no way to specifically exclude merging activity from such preconditions.

Change Request:
* make precondition more flexible such that merging of approved artifacts is possible while normal editing of approved artifacts is impossible.

OR (a bit more complex but better)

* allow merges of approved artifacts but set them automatically back to a defined editable workflow state (e.g. "Ready for Review") when a change is applied. Completely replacing a target artifact with a source artifact without change of workflow state shall also always be possible (e.g. completely replace a artifact with another approved artifact, keeping "approved" workflow state).

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository.
