RQM process/project template inheritance

RQM process inheritance issue summarized below which were discussed with Christophe Telep (RQM Product Manager):

1. For an enterprise client like MBDA, it is not feasible or scalable to manually run combinations of various copy utilities (RQM API, RQM Copy Project Properties Utility and RQM Copy Utility) across hundreds of consumer project areas at each site as that would be error prone and adding a maintenance overhead for all MBDA site ALM support admins.

2. In-line with Jazz platform ELM offerings provided within RTC/EWM, where process template sharing works with one-click button upgrade from one version to another (RTC consumer PA upgrade example screenshot below), we require similar capability with ELM RQM offering, eliminating manual error prone time consuming overhead.. “I work on IBM SWG and on most clients, we have a commom project configuration that is used to create new projects. All changes in artifact templates, properties, workflows are made in a reference project area and we update the process template with those changes. For new projects, we have no problem, but we have lots of existent projects that cannot be update (the only way is to do it manually or via REST API, using scripts customized for the client that will add a maintenance overhead on both client and IBM team”

    This is a valid are for improvement to continue to make the inheritance of project properties across projects more cohesive.
