Cannot resize images in rich text fields of test plans and test cases

In test plans and test cases the rich text fields do not support image resizing for Chrome or Safari browsers, even though we support those browsers.

Reproduce Steps

1. Go to [Planning] > [Create] section > [Test Plan]. Create a new test plan, name it and save.

2. Go to the [Business Objectives] section in the test plan and click the "Add Content" link. Rich text editor toolbar opens.

3. Use the "Insert Image" toolbar widget and add a large png file.

4. The image takes up a lot of real estate so click on the image and hover around the edges, but there are no resizing handles.

Support in ETM 7.0.2 is listed as:

Safari 13, 14
Chrome 84, 85, 86
Firefox ESR 68, 78

But the only browser to allow resizing is Firefox.

ETM 7.0.2 uses CKEditor 4.7.2.2. We can likely overcome browser limitations by updating the CKEditor version to 4.9.2, which would allow adoption of the image2 plugin.
