Add functionality to modify/delete lab resource properties.

Currently when an administrator defines lab resource properties in RQM they get a single bite at the apple. Once they're saved they can no longer be modified, added as lab environment types, or deleted. The product ought to be able to accommodate changing lab circumstances and/or users changed minds.

    As part of the review process, we strive to be transparent about our intentions with each enhancement suggestion. The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans. Although we are closing this request, it will be kept in IBM's ideas repository. We value your feedback and thank you for allowing us to partner with you in developing our products.

    We do have plans to explore the UX for lab resource management in the next year, so I will reopen this what that intent as we progress in this area.

    We've had a similar request in the past for editing and hiding: Allow Edit of display name and Delete of Lab Resource (60923)
    We acknowledge that the user experience is awkward and unforgiving in this admin ui.
