Update Pre-Condition and Follow up Actions in ETM to allow Auto Archiving of Rejected Reviews

Quality Teams have been implementing the usage of Preconditions and Follow Up actions and have been using the "Archive approval groups after a state group transition" Follow-up action. This Follow Up action does archive "Rejected" approval groups, just "Approved" ones. It is requested that this be updated to allow the Auto Archival of "Rejected" Approvals as well. This would allow for even less manual effort in an already cumbersome Review functionality.
