Unable to set sections as mandatory for the Test Plan, Test Case and Test Suite

1) Without adding Test Env in Test Environment section to the Test Plan, user can not save Test Plan. validation message would be displayed.

2) If user enters any text into Precondition section then he/she may able to save Test case, other wise validation message would be displayed

The IBM Engineering team has carefully reviewed this idea, and based on our understanding, it does not fit our near-term plans.     Without filling precondition or post condition of test cases, user save it and while doing the execution user realized precondition is missing.
    If you enable an configuration where we will give an error message when save the test cases.
    Also, we will configure the section( precondition, Post Condition, Test Step etc.) as mandatory on specific state.

    1) This is a valid request that should lead to the creation of a new pre-condition.
    2) The precondition section of Test Cases is a rich-text section that can contain boiler plate text coming from the template that can make it clear what are the expectation for this section. Also, there is a permission that can prevent standard user from removing sections from artifact. Finally, it is impossible to distinguish between a meaningful pre-condtion and a user just putting the text "to be completed later" for example in that section. Given all of this, I would not see the value of this enhancement.
