As a user I would like to be able to Merge Streams that has locked artifacts by being prompted to override the lock

If you try to merge a Stream that has locked artifacts, the merge will fail because the locked items cannot be updated. The solution to that is to unlock the artifact and redo the merge.

But if you have several different artifacts that are locked, it becomes a difficult task to be performed.

The application should prompt the user (with the appropriate permissions) to override the lock during the merge process. Basically someone that have permissions to unlock the artifacts manually, should be able to do the merge without any problems.

    We need this now, not in the future. We don't just have several locked artifacts, we have thousands. Manual unlock is impractical.
