This is/was compounded by the categories for Test Cases not transferring to TCERs... but displaying in the UI on TCERs. We reported that as a defect with the hope that a shared category would be propagated to other artifact types. Instead, IBM reported to us that that behavior was not expected. That's why it's not a surprise that this status is "Not under consideration" but it is maddening. Why are categories global/shared in QM if they don't behave that way?
In the Edit Test Scripts Inline section, the option to synchronize the state and lock status of the test script with the state of the test case is not applicable to a user-defined workflow

Can you take advantage of this option instead of duplicating categories between test cases and test scripts?
Thanks for the additional information.
Please note that Test Cases can be reused in multiple Test Plans, so I am not sure how this would work if you duplicating the categories from one Test Plan to the Test Cases, what would happen when you reuse those same Test Cases in another Test Plan?
