Transfer changes of artifacts performed in a process conform way (i.e., not violating any preconditions) to a child stream.

Description: Currently, the Preconditions & Follow-up Actions (especially: “Disallow Saving of Test Cases with State Approved or Retired”) prevents to transfer changes of an artifact from a parent to a child stream, although the changes where performed in the parent stream in a process conform way (i.e., setting its state to draft, modify it, review it, and set its state back to approved).
In DNG this scenario is supported in an elegant way by change sets. In RQM this scenario is currently not supported adequately. According to our investigations the only way to override additional process checks and any lower-level permissions for individual test artifacts is the “Restore from baseline” function. However, this function works only on complete baselines an cannot be used to transfer changes of single artifacts.
We need a mechanism that allows us to transfer a changes of certain test artifacts (i.e., not complete baselines) that where performed in a process conform way from one to another stream.

Use Case: Assume a Product line environment where we have a pool of test cases for a product line stored in a platform stream. Further assume that test cases are developed (created, changed, and deleted) only in the platform stream and delivered to the application streams (branches of the platform stream). Test execution is done in the application streams.
Assume that the “Disallow Saving of Test Cases with State Approved or Retired” is enabled for test cases and the corresponding role of user X.
Further assume we have a test case A in state approved in the platform stream and an application stream.
Now, user X modifies a test case Y in the platform stream in a process conform way (i.e., setting the state of test case Y to draft, modify it, review it, and set its state back to approved).
Then he has to transfer these changes to the application stream.
