Deliver changes from a baseline to several streams

Description: To bring a change from a baseline (e.g., a platform stream) to other streams (e.g., application stream), you have to open each of the corresponding application streams and “pull” the changes from the platform stream to them.
We need a feature to push changes from one baseline to several streams.
The option shall be available for single artifacts (e.g., in the versions section of artifacts) as well as for complete baselines.

Use Case: Assume a Product line environment where we have a pool of test cases for a product line stored in a platform stream. Further assume that test cases are developed (created, changed, and deleted) only in the platform stream and delivered to the application streams (branches of the platform stream). In such a scenario we need a more efficient mechanism to deliver created, modified, deleted artifacts from a platform stream to several application project streams.
