XML Import/Export permission on Team Area Level

Team area is an unique and extremely useful concept use in ETM. Project Admins are able to restrict data visibility using the roles and permissions in Team Areas because for Team area level permissions.
Team area level permissions are almost same as the permissions on the Project Area level but lacks one significant permission: XML Import/Export.

XML Import/Export permissions are not configurable on the team area level preventing the efficient use of this functionality with external scripts.

Goal: User expectation is for Admins to be able to add Member directly to the Team areas (Bypassing the Project Area members altogether for simplicity) and to be able to assign XML Import/Export permissions to selective members present in the Team Areas. This allows these selected members to create/edit/modify/delete artifacts belonging to their Team areas using external scripts.

The current solution is to:

- Add users to the Project areas first.
- Provide XML Import/Export permissions on Project Level.
- Revoke permissions as such "Edit" permissions for artifacts their Project area level roles.
- Provide Edit permissions on Tean area levels.

Disadvantage of current set-up:

- Members have to be added to the Project area first (Otherwise they can very easily be just added to the Team Area for regular use)
- Giving XML Import/Export permissions to users on Project area level have the possibility of members modifying Artifacts beyond their scope when using external scripts
- Complicated for Project Admins to manage so many different permissions when number of members are large (over 300 members)
- Does not make intuitive sense given then other permissions are already present in Team Area level

The proposed solution makes project management much easier. And makes the using roles and permissions more uniform across Team Area and Project Area levels.
