Have the ability to restrict the number of concurrent test script execution by command-line test script type.

We have 1000+ test suites that are map one to on to 1000+ test cases that all call a set of common command-line test scripts.  Test suites are used to execute the test scripts in a fixed order.  All of these test scripts can execute on all 80+ adapters defined.  One of the test script in the set uses a license that the company only has a fixed number of.  Only 10 command-line test script can execute concurrently of this type.   We will like to have the ability to execute 1000+ test suites at once and not limit the total number of test suites execution to 10 do to the license limit.
