Today, we run a Test Suite that has multiple Automated Test Cases in it. When running the Test Suite, all Test Cases can only be ran on one Test Cell, thus limiting the load balancing between adapters. It would be very helpful to be able to use Test Cells to limit jobs and thus have been load balancing. This request is to restrict the number of executions at any time.

As mentioned, their team is running automated tests (using adapters). When running the tests from a test cell, they cannot choose how many tests will be executed at the same time, so if they would like to restrict the number of executions, the only workaround our support team could provide is for them to start only a limited number of adapters, so that the number of executions at the same time is decreased. Unfortunately, this is not the ideal and will require them to do some extra work, so we believe this would be a useful new feature.
