Excel Importer usability improvements

The Excel Importer doesn't allow for updating of existing artifacts in an intuitive fashion.

- Linking of requirements is performed from newly created Test Artifacts, unable to link from currently existing Test Artifacts

- If the Importer ID is left blank, then the Importer ID for that artifact is "null". In the future, if the Excel Importer is used and the Importer ID is left blank, it overwrites every single artifact (of that kind) that has Importer ID of "null"

- The extensive "urn::com.ibm..." prefix that goes in front of artifacts in the excel sheet is not intuitive, but if left off won't read the commands from the Config file

- Priority values in the excel importer template are not Low, Medium, High.
