ETM XL Import Server-side pre-checks

When users inadvertently make mistakes in excel importer configuration file or data, this results in creation of duplicate attributes and enumeration values in target ETM component type system. There are no warnings or alerts that type system is getting updated, which causes lot of issues in maintenance of type system and LQE reporting due to the duplicate values.

Please improve the server-side API to validate the submitted xml from importer to validate it matches the underlying type of system and throw a warning or error when such type of system modifications are likely to be triggered. This will prevent accidental duplicates or erroneous updates to the type of system

It must be clear to the user submitting that a mismatch in Type System is being attempted and is blocked. 

A toggle switch to override the block is also useful to use this capability to make intentional type system updates.
