[HW] Provide data exchange format for testing artefacts

Hardware requests test from external test labs (accredited labs, authorized labs) which don't have access to ETM. Use case1: Contend of test plans need to be forwarde to the test lab to enable testing in line with test specification.  Use Case 2: Reports of requested test labs need to be documented in ETM to enable requirement coverage in development project.

Analogue to ReqIF in requirements management, we suggest to provide a data exchange format to communicate with entities which use different toolsets for test artefacts.
