Improve Control and Management relationship of TSER and TCER as part of Test Suites and iterations

Support display of TCERs in Test Suites to allow filtering

Support Test Suites making TCERS unique so multiple TCERs in a test plan that share a test case will get separate TCER.

TSER – improve support with iterations.  Currently TSER don’t use the test phase correctly as is set in the TCER.   When created in rest apis or in UI it creates extra TCERs that are not setup with the correct iteration.

    Can you please provide more details about the use case which motivates this idea?
    For example, is this related to the execution automated tests from ETM?
