Possibility to import and update artefacts in ETM with an Excel importer such as in EWM & ERM

Context: ETM users often manipulate a lot of artefacts. Some of them are originating from legacy external sources, and some of them are manipulated in offline mode (test benches, etc.)

Problem: The only way to import data is with an Excel / Word importer that requires:

- Installation on top of Excel, complex for large organization where users do not have admin rights è impossible to deploy it

- Usage of config files can be quite complex for many users

Impact: Impossibility for users to import legacy data in Jazz, leading to usage of Excel instead of shared data in Jazz

Goal of the idea: Provide an Excel importer inside the Jazz application

Why it is useful ?: Easy to use and to deploy

How should it work ?: Provide an Excel importer inside the Jazz application for most of the updates, with possibility to create new artefacts or update existing ones, such as in EWM and ERM that are frequently used and really powerful and more user friendly than the ETM Excel importer addon.
