Manage Project Properties: Test Case Categories: Promote to Global: Erroneous Setting

Configuration of an ETM artifact Category includes an option to Promote to Global. The thing is that Artifact Categories are NOT Global Categories. Setting an Artifact Category and selecting it to Promote to Global Category includes a Default of all Artifact Types. It does not make sense to launch a Global Category Assignment from a local Category. The other way around makes sense. Setting Scope of a Global Category down to local Categories. But the other way around makes no sense. 

I believe this is fundamentally a defect. And the option to promote a local Category to a Global Category should be removed. Leaving the Top Down, Global Category, Glogal Scope assignment to be used for the appropriate purpose.
