A baseline need to include both
the data and the data model (type, attribute, attribute value definition)
as static/frozen content.
If a modification on the data model modifies indirect the content of the data in the baseline,
the baseline do not fullfill the requests to a baseline from any complient and regulation standard.
Baseline should be frozen, otherwise some history category values will be lost once this setting changed.
