As an Admin, I would like my users to not be asked "Would you like to copy requirements from the new added test scripts to this test case?" when link synchronization between Test Cases and Test Script Steps is enabled

Problem: 

Enable the following: 
1) "Copy requirement links to test case from test script steps when child test script is added"
2) "Synchronize requirement links from test script steps to test case when test script is saved"

Admins expect that the artifacts will synchronize the requirement links from test script steps to test cases, but there are one use-case where the properties above don't seem to work correctly.

Step to reproduce:
1) Create a Test Case
2) Create a Test Script
3) Add a Requirement link to any Test Script step
4) Add the Test Script to the Test Case

Expected Result:
Admins expects that nothing pops-up and that the links are synchronized in the background correctly.

Actual Result:
A popup message appears: Would you like to copy requirements from the new added test scripts to this test case?
The user is able to click "No" or "Yes", when clicking "No", the links are not synchronized. 

This behavior deviates from the following:
 a) Create a Test Case
 b) Create a Test Script within the Test Case
 c) Add a Requirement link to any Test Script step
 In here, no messages are thrown asking if you want to copy the requirements added to the test case.
