The specific request would be to have some kind of "Start" button or some other method of allowing a review or approval to be created and filled with users without actually sending them notifications.
We would like the ability to pre-populate our review/approvals ahead of time when we're still developing the tests.
Desired Tool behavior: The ability to add in and save completed drafts of a review or approval route, without immediately sending any users the request to review/approve the object.
Use Case: At the start of a project the appropriate people can be identified as the reviewers. Their names can then be entered in to a review. When the object is done being developed, the author can press "send" and the notification that there is a new object to review will be sent to them. This would allow a project team delegate to fill in all the appropriate people ahead of time. The author will then only have to press "go" to send the request for review.
