QM Reports Should Be Shareable Across QM Components

I have a standard RPE template-based QM report (in the QM web UI) that I need my users to have access to in each of 50+ QM components that contribute to the same global configuration. As of QM 6.0.6, I need to manually create the report from the RPE DTA report resource in every single QM stream in order for my users to have access to it. This is VERY time consuming for me as the admin.

    A user could create a single report and then just point to the right component.
