Allow Multiple Targets of the Same Target Type Covering the Same Effective Period

Currently, only one target for any given target type can exist for any given effective period (Effective From thru Effective To dates).  If the user attempts to set a new target of the same type that overlaps with the existing target's effective period, they will receive the following error message: "More than one active targets of the same type are set for your organization during the period specified!"

It would be beneficial to be able to set multiple targets for different use cases, even if they are of the same type and overlap with existing targets.  Any dashboards that make use of targets, such as the Performance dashboard, can be reconfigured to include a dropdown menu allowing the selection of the target to be used in comparisons, thereby avoiding any possibility of conflicting information or double-counting.

PowerReports can similarly be reconfigured to allow filtering by Target Name.
