This doesn't answer what we're looking for, which is being able to filter by the operational status/control (these are in the location settings) on the Locations landing page (not PowerReports).

The locations grid can already be filtered by a number of free text fields (Location Name, Location Ref, Id, Ref No) or categorized by the Location Type field, these are also all available in PowerReport already.
Locations can also be assigned to portfolio groups which allow further categorization, the locations grid can be filtered to only show locations in that group by first navigating to the group in the UI, and the selecting "More > Locations" from the group summary screen.
There are also a number of attribute fields available to locations which are accessible in PowerReport, and can be modified by right clicking on a location and selecting "Edit Location Settings"
