User must add comments to explain data variation >+/-10% from last data entry add on option

Example: a site user is entering data for diesel consumption for the month of May = 7 KL. The last data point entered for this account was in April = 10 kL. The user cannot save the new entry, unless it explains why there was a variation of -30%.  Once the user enters text to explain why there was the variation, and attaches a file as evidence, the user can save the new entry. Once downloading the Monthly data summary excel report, we would be able to see any comments entered for periodic data variation in a new column.

This is useful for audit purposes. We currently have the notes functionality which cannot be exported to excel and it is not mandatory. Envizi currently does not flag high data variations.
